"ReOpen DC" Recommendations
On May 21, the DC Mayor released the recommendations of the “ReOpen DC Advisory Group.” The Advisory Group's recommendations suggest that "Stage 1" of the DC reopen plan may begin as soon as May 29, depending on whether the DC's coronavirus infection rate continues to flatten and whether Mayor authorizes that date. As of May 22, this plan has not been formally adopted.
Importantly, however, under the "ReOpen DC" recommended plan, all public and private pools would have to remain closed for Stage 1 and Stage 2. Pools could open during Stage 3 (date undetermined), but even then, they will be operated with “limited capacity and safeguards.”
In addition, under the ReOpen DC plan, gyms and workout studios would be closed for Stage 1, but would open during Stage 2 (date undetermined) with limited access (5 persons per 1000 sq. ft, with additional safeguards and required social distancing).
We are encouraging DC community associations to prepare in accordance with this plan, as it appears likely the Mayor will endorse it in some form. Based the Mayor’s prior Orders and her presentation of the ReOpen DC recommendations, it appears likely that DC community associations will not be permitted to operate pool facilities or gym/fitness centers in Stage 1.

Note that we believe associations may still carry out servicing and maintenance of the pool facility, pool deck (and related areas) and the gym/fitness room – they simply cannot be open for use by patrons and residents. In addition, we continue to suggest that associations close or limit access to common areas where residents may linger or gather, to ensure compliance with current Orders still in effect.
